緣起
隨各國對於海域使用的增加，衍生出國家主權爭奪、環境與資源破壞與使用衝突等相關問題，因此國際間舉辦1992年世界環境發展大會、2002年永續發展地球高峰會及2012年聯合國永續發展大會來規制各國海域的使用，以期達到生態保護之負責任的永續利用。海洋綜合治理為三個會議主要的議題之一。其中，21世紀議程第17章強調國家應考慮建立海岸與海洋及其資源之綜合管理與永續發展，並在必要時加強適當的協調機制，促進公眾參與。永續發展行動計畫要求國家應採行綜合、生態系方法來進行海洋治理。該計畫也促使在國家層級中採行綜合、跨學科、跨部門之海岸與海洋管理(Cicin-Sain, 1993, 1996; Cicin-Sain and Knecht, 1998)，並設定目標期限，例如在2012年建立國家海洋保護區網路(Stephen, et al., 2012)。2012年聯合國永續發展大會之主要產出文件「我們想要的未來(The Future We Want)」亦決議，在2020年前，透過有效公平的管理、具有生態代表性且連接良好的各區以及其他以地區為基礎的保護措施，來保護10%的海岸與海洋地區。
